<div id="_mcePaste"><span>The present report is a contribution to the Project Integrated Natural Resources Management in theBaikal Basin Transboundary Ecosystem, implemented by UNDP and funded by the GEF. The reportwas prepared by UNESCO-IHP, one of the project’s Executing Agencies and partners, in cooperationwith the UNESCO Chair on Water Resources at Irkutsk State University (Russia), Irkutsk StateTechnical University, the Geological Institute of the Russian Academy of Sciences – Siberian Branch,the Baikal Institute of Nature Management of the Russian Academy of Science - Siberian Branch,the UNESCO Chair on Sustainable Groundwater Management, Mongolian Academy of Sciences -Institute of Geo-Ecology, the Institute of Meteorology, Hydrology and Environment of Mongolia, theMineral Resources Authority of Mongolia, Tsukuba University, Japan, and other national andinternational partners.</span></div>
<div><span>The report consolidates the results of activities under Output 1.3 of the Project, which were focusedon the assessment of groundwater resources and their interaction with surface water in thetransboundary basin of Lake Baikal. As a central element the role of groundwater in sustaining thefunctioning of the unique ecosystems of Lake Baikal was explored. This included the identificationand description of potential threads to these ecosystems in terms of quantitative (groundwater leveldecline) and qualitative (pollution) aspects. Priority was given to unravelling the hydrological,hydraulic and hydro-chemical interactions between surface and groundwater, with specific regard toshallow aquifers in fluvial/alluvial deposits and their interactions with adjacent rivers and lakes.</span></div>
<div><span>A central task of the group was the identification of groundwater-related issues of transboundaryconcern, such as upstream groundwater resources degradation, potential transboundary transportof pollutants, groundwater pollution, groundwater depletion due to aquifer overexploitation, as wellas the risk and uncertainty related to climate change impact on different types of aquifers. Besidesthe investigation of the biophysical aspects, the assessment also included a review of groundwatermanagement practices, and legal/institutional frameworks for transboundary (ground)watermanagement.</span></div>

<p>East-Siberian department of the Imperial Russian Geographical Society was founded in 1851 on the initiative of Governor N.N. Muravev (later Muravev-Amursky). It was formed only six years after the organization of the Geographical Society and has long been one of the most powerful centers for the study of nature, geography, ethnography, the Far East and Siberia.</p>
<p><span style="text-decoration: underline;">The main activities:</span> promotion of local history and geographical knowledge. Members of the Irkutsk branch actively published, hold meetings devoted to geographical problems. Kernel compartment is at the Institute of Geography of the Russian Academy of Sciences, Irkutsk regional museum. Actively involved in the work of the Faculty of History of Irkutsk State University, Mining Faculty of Irkutsk State Technical University, Department of Geography teaching academy.</p>
<p><span style="text-decoration: underline;">Implementation of projects</span></p>
<p>Chairman of the Board of Trustees, the governor of Irkutsk region Sergey Eroschenko noted that in 2013, the department has successfully implemented the planned program of activities.</p>

<p>- From 2005 to 2008 NGO «LAT» was the host organization for the American volunteers in the framework of the «US-Russia Volunteer Initiative». The project was funded by the Agency for International Development, through IREX (USA) and the Russian Union of Youth;</p>
<p>- NGO "LAT" conducts training courses on organizational educational-methodical activities of institutions of additional education in the Republican center of youth tourism Buryat Republic, town Severobaykalsk, Kizhinginsky district and others regions.</p>

<p>Today the «Laboratory of Active Tourism» (LAT) - one of the prominent organizations in Buryat Republic, in other Russian cities. <p>Over the past 20 years:</p>
<p>- Holds more than 100 environmental and social projects to support local communities in Buryat Republic;</p>
<p>- Attracted more than 70 million rubles, extra (grant) funds;</p>
<p>- Services provided to local communities in the amount of more than 150 million rubles;</p>
<p>- Public support system being the most dangerous investment projects;</p>
<p>- Lack of cooperation with the authorities (participation in public councils departments), with partners at the local, domestic and international levels.</p>
<p>Created by: intersectoral cooperation mechanisms (social contract); resource centers of the partner organizations on the coast of Lake Baikal; Association Baikal Pomorie (of socially-oriented NGOs) «Podlemorye».</p>

<p>1. All projects are successfully completed. There are examples of self-development in the post-project phase.</p>
<p>2. The organization serves as a resource center in Buryatia for socially-oriented NGOs in Buryatia.</p>
<p><span style="text-decoration: underline;">Lessons</span></p>
<p>1. Interactions with the population (local communities, including with NGOs) need to develop criteria for evaluating the activities of NGOs, and including impact on society.</p>
<p>2. Interaction with public authorities: you can deal with the administrations of different levels; environmental constraints are not an obstacle, as an incentive for development; you need to have power and society was a common national idea.</p>
<p>3. Interaction with the business: a socially responsible business is only under pressure; learn to look for and appreciate partners in all sectors of the community; examples of creating viable «stuffed» NGOs are absent.</p>
<p><span style="text-decoration: underline;">Prospects</span></p>
<p>1. Increase the share of Russian resources in the annual budget of the organization. To do this, is preparing a draft of the Republican target program («Project management»), the project of republic act «On the social order» (to use the experience of its partners plan to establish an endowment businesses).</p>
<p>2. Multiply the experience, knowledge and skills in the areas of Buryatia, and including on the preparation of public contracts, the creation of maps of local values and fund future generations of Russian citizens.</p>

<p>- Ensuring public access to information about Lake Baikal in the region;</p>

<p>Baikal Information Center "Gran" took part:</p>
<p>- As a partner of the international network "Living Lakes", under the aegis of Global Fund for Nature;</p>
<p>- Partner of several international organizations;</p>
<p>- Participant of all international conferences "Living Lakes", where were the modern experience of environmental education and intercultural communication in the region and the world, and environmental projects have been presented;</p>
<p>- The initiator and executor of a number of major international ecological educational projects. Members of "Gran" visited the forums in Germany, USA, Japan, Mexico, Hungary, China, Great Britain, Spain, Italy and other countries, where invariably represented Buryatia as a territory open to innovation.</p>

<p><span style="text-decoration: underline;">Results, Lessons, and Prospects</span></p>
<p>Fourteen years of successful implementation of innovative environmental education and social projects. These innovations have been widely accepted in a number of countries. NGO’s from Germany, Japan, United States and other countries are eager to invite us to various conferences and forums in order to share our experience.</p>
<p>We believe that during such cooperation the global world becomes even closer. The lessons learned from our work: only enthusiasm and positive attitude helps in the work. The main directions for the future: the development of social partnership and the ability to find like-minded people, to identify weak points in the social and environmental development of our region and assist to our citizens, children, and nature.</p>
<p>Working with children (investments in the environment and childhood - it's a win-win investment).</p>
<p>Support innovative approaches in the environmental and intercultural education (development of new concepts and enrich their own practices).</p>]]></content:encoded>
