Conception of NGO network «Friends of Baikal Basin»

Today, there are many environmental non-governmental organizations (NGOs) operating in Russia. Many have extensive experience of successfully implementing projects concerning nature protection, practical aspects of sustainable development, environmental education, and effective forms of self-maintenance. Such experience is very important for the development of public activity, unfortunately this experience is often lacking in regional NGOs which often don’t have the close contacts with colleagues enjoyed by national organizations (Sobolev, 2006).
Some regions of Russia have reputable environmental organizations which have strong links with governmental organizations. Members of these organizations are experienced in preparing official documents and can find meaningful solutions to ecological problems. The NGO “Baikal Ecological Wave” from Irkutsk city is a good example of such an organization (Yablokov, 2004).
Well-known scientist Vladimir Yakimets who studied non-governmental organizations in Russia proposes that there have been three hypothetical periods in the development of NGOs in Russia: 1991-1995 “romantic period”, 1996-2000 – “meaningful and controversial period”, 2001 – present (this period doesn’t have a symbolic name because of contradictive evaluation into ongoing processes: decreasing or increasing of public initiatives). The author analyzed this process by investigating the system of interactions between government and civil society in the frame of dominating in Russian research tendencies, which reflect the condition of official and non-official rhetoric in civil society. Such models have some shortcomings and need to be corrected. However, this represents one of the few attempts to study the history and development of non-governmental organizations in Russia (Demidov, 2008).
Improving the environmental awareness of the public is an important factor in securing the sustainable development of society and non-governmental organizations make great contributions to such processes. These organizations include environmental NGOs which are specifically targeted on nature protection and sustainable management. Their main goals are environmental education, practical preservation of natural objects, leading public ecological control and promoting the alignment of the economy and society to environmental protection and sustainable development. They develop public initiatives and involve the public in decision-making processes.
Lake Baikal (UNESCO World Heritage Site) has the potential to develop the environmental awareness not only of Irkutsk Oblast’, Republic of Buryatia, Zabaikalsky Krai of Russia, and Mongolia, but of the whole world.
Implementation of the proposed network can help in strengthening and facilitating cooperation between Russian and Mongolian NGOs in the field of sustainable development of the Baikal Basin.
It should be noted that environmental NGOs play an important role in the facilitation, elaboration and implementation of different projects, such as
- Nature conservation and improvement;
- Facilitating social and educational activities for training of scientific and creative forces in local communities;
- Promoting of local community to participate in environmental and natural resources protection and their sustainable use.
Creation of the transboundary NGO network “Friends of Baikal Basin” will be the first step towards enhancing the involvement of civil society in the transboundary collaborative process.
The network will form structured, well-defined and efficient NGO partnerships to allow for adequate and coordinated representation of civil society in the context of the implementation of the transboundary and national strategy action plan (SAP). Virtual web-based tools for creating and maintaining partnerships will include a website and an email list-serve. It will encourage the membership of community-based organizations (CBOs) and NGOs (registered and non-registered). The virtual partnership will operate in Russian, Mongolian, and English, with country-specific content managed in each country respectively.
This Friends of Baikal Basin Network will also be engaged under a UNDP/Coca Cola funded, practical, hands-on initiative to benefit Baikal and to see the benefits called “Every Drop Matters”. The Every Drop Matters Project in Russia is part of the regional UNDP-Coke water partnership and is one of the five pilot projects planned in five countries (Russia, Romania, Turkey, Kazakhstan, andCroatia). One of the purposes of the initiative is the protection of drinking water resources and promoting the sustainable economic development of local communities and their water resources, as well as awareness-raising on water issues (Project document, 2010).
1. Experience of international cooperation of NGOs
1.1. Questions of international cooperation of NGOs
International cooperation between NGOs started in the former USSR in 1988 through the organization of Nature Protection Brigades and the Socio-Ecological Union. The first step was the joint project with German conservationists “Green Movement” (Larin et al.,). One of its significant breakthroughs was a conference which was organized by the Socio-Ecological Union. This organization later formed the professional – Center for Independent Ecological Programs (CIEP) together with American environmental non-governmental organizations. Many organizations participated at this conference, such as ISAR, Sacred Earth Network, Earth Island Institute, etc. This conference was very important for the Soviet conservation community, especially for leaders and activists of regional NGOs.
At the same time top international environmental NGOs began to work in the country. After the second visit of David McTaggard (one of Greenpeace’s founders) the Greenpeace Department opened in Moscow. At the same time the first international field projects financed by World Wildlife Fund (WWF) began operations.
International collaboration between Russia and Mongolia started during the Soviet era. T.B. Tsyrenova (2011) gave the historical digression of formation and development of both governments cooperation in the field of protection and sustainable use of transboundary water bodies. At the current time the political base of Russia and Mongolia cooperation is an Agreement signed in 1995. This Agreement defined the political and legal framework for the implementation of interstate policy based on principles of “reasonable and equitable use” of transboundary waters. Such cooperation to a large extent ensured the holding of international status of Russia as the guarantor country for preserving the unique UNESCO World Heritage Site – Lake Baikal.
The problem of distribution and sharing of transboundary waters is a big concern for the Mongolian economy given the limited water resources available in the country. On the other hand, cooperation with Russia in the field of sustainable use and protection of water resources give the opportunity to explore the positive Russian experience in scientific and educational studies.
In the Baikal region the active collaboration between Russian and Mongolian NGOs also started from international projects, notable projects include: Davis Plan (1991-1993), Cambridge University project “Preserving of natural and cultural environment of Inner Asia” (1993-1996), project with Scientific Committee of NATO (1994, 1998), TACIS project on technical assistance at the Baikal region (1997-2000), GEF project “Biodiversity conservation in the Baikal region” (1998-2003), etc.
The Tahoe-Baikal Institute (TBI) Summer Environmental Exchange Program worked in the Baikal region from 1992 in the frame of international exchange, where in addition to Russian and American participants projects often included young scientists and conservationists from Mongolia. Besides, some TBI projects have been implemented in the Mongolian portion of Baikal basin. The oldest NGO of our region “Buryat Regional Association on Lake Baikal” has good experience in cooperating with colleagues from Mongolia. It is one of the few examples of effective cooperation between Russian and Mongolian NGOs.
1.2. Challenges of cooperation between Russian and Mongolian NGOs
The conservation of Lake Baikal’s ecosystem cannot be realized without Russian-Mongolian interaction in the field of transboundary water protection, because the great portion of the Selenga river basin (the main water resource of Lake Baikal) is situated within the territory of Mongolia.
Cooperation between Russian and Mongolian NGOs is far from perfect, something which can be attributed partly to the following factors:
- State border is a barrier to mobile interaction between Russian and Mongolian NGOs. The distance between Ulan-Ude and Ulan-Bator is about 580 km (about 8 hours drive), but people often spend a lot of time at customs during the border crossing.
- Language restrictions. Few representatives of environmental NGOs in Russia and Mongolia can speak fluent English. Organizing the communication only on Russian or Mongolian can be complicated.
- Cooperation between NGOs of Irkutsk Oblast’, Republic of Buryatia, and Zabaikalsky Krai of Russia is not coordinated which does not give the opportunity to organize systematic policy with NGOs of Mongolia.
- Small budgets of NGOs. Usually, Russian and Mongolian NGOs operate mostly on the basis of small grants.
In conclusion, significant barriers hamper both countries’ ability to move ahead both within their national envelopes and jointly on a robust transboundary level. These barriers include: policy and regulatory gaps, institutional weaknesses, poor utilization of Best Available Techniques and Best Environmental Practices relevant to key issues facing the Baikal Basin, and low levels of awareness of transboundary Baikal Basin issues.
2. Goals and tasks of NGO Network “Friends of Baikal Basin”
There were about 80 registered environmental NGOs in the Baikal Region of Russia at the beginning of 2013. A quarter of these are non-profit organizations – autonomous non-profits, non-profit partnerships, coalitions, and unions (Saraev, 2013).
There are around 25 environmental NGOs in Mongolia right now, with the number of active participants ranging from 300 to 8000 people. People from the countryside (herders, farmers, local people of small settlements, representatives of small tourist companies, etc.) are actively participating in public awareness actions. The activity of Mongolian environmental NGOs is coordinated by Mongolian Nature Protection Coalition (Shirapova, 2010).
Directions of activity of the NGO Network “Friends of Baikal Basin”:
- Establishing constructive dialogue between government and society in the field of ecological safety and protection of citizens rights for a better environment;
- Development of relations between NGOs and state authorities on the basis of partnership for solving environmental problems of the transboundary Baikal Basin;
- Participation of NGOs in realizing the GEF/UNOPS project “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem”;
- Organizing the Baikal Forum of NGOs;
- Analysis, summarization and practical implication of Russian and international experience in NGO partnerships
- Preparing and organizing of joint social actions and activities.
- Organization and leading the discussions using email list-serve on the base of a web portal www.baikalcenter.info (which will be created by the Baikal Information Center);
- Creation of a unified register (White Book of Baikal Region) of the CBOs and NGOs (registered and non-registered);
- Enhancement of relations between NGOs and mass-media;
- Supporting of purposeful Web sites, publishing and distribution of information bulletins and other information resources about CBOs and NGOs activities for the citizens.
3. How the NGO Network “Friends of Baikal Basin” will work
Organization of the transboundary network “Friends of Baikal Basin” will be developed by the Baikal Information Center (BIC) on the BIC web portal www.baikalcenter.info in Russian, Mongolian, and English for creating different discussions. Participants who have problems with registration, communication, etc will receive free consulting.
“White book of the Baikal region - 2010” will be republished and become available on the BIC web portal. Representatives of environmental NGOs of the Baikal Basin will be invited to participate at the interactive Baikal Forum of NGOs. Information will be distributed by list-serve. Thus, environmental NGOs will have constant contact and connections with each other.
4. Expected results
Implementation of the NGO network “Friends of Baikal Basin” will increase the prestige of NGOs, social responsibilities of businesses, civil activity in the Baikal region, consolidate efforts of government, NGOs and business in order to obtain effective results in complex management of natural resources of Baikal region which will provide sustainable development of tranboundary Baikal Basin.
According to defined tasks we expect the following results:
- Improvement of interactions between Russian and Mongolian environmental NGOs;
- Preparing an analytic report detailing activity of environmental NGOs in the transboundary basin;
- Creation of a platform for discussion of cooperation problems and development of social partnership technologies (public expertise, social project fair, etc.)
- Conducting regular information exchange between Russian and Mongolian NGOs;
- Launching special TV programs about activities of NGOs on local TV.
- NGO network “Friends of Baikal Basin” members are able to quickly respond to pertinent and burning issues;
- Increasing the number of joint Russia-Mongolian projects and volunteers participate in projects;
- NGOs take active part in the creation of transboundary protected areas (“Baikal-Hovsgol”).

From 2009 to 2012 the program internship in the fund passed through 80 graduates, post-secondary institutions, including 9 young people with disabilities. Some of them are employed in the fund, while others – in commercial companies and government agencies.

All-Russian Society for Nature Conservation (ASNC) is all-Russian, social, cultural and educational environmental organization.
ASNC Mission: to maintain favorable environmental and social situation in the region and the country.
The purposes of creation: nature conservation, maintaining the diversity of flora and fauna; preservation and strengthening of health of community.
Main activities:
- Assist public authorities and management in sustainable environmental development of the country;
- Environmental education, enlightenment and education of the population;
- Scientific and technical and practical environmental activities. Consulting activity of subjects of natural resources;
- Carrying out by organization and by accredited companies environmental monitoring of different areas;
- Introduction of modern high-precision technologies in order to implement an effective state environmental control.
All-Russian Society for Nature Conservation (ASNC) celebrated 90-year anniversary at November 29, 2014.
This old grassroots organization entered to the country's history as an authoritative public movement for safe and favorable environment. Despite the well-known difficulties of reforming the country, ASNC not only maintain but also strengthen their ranks and strengthen the scope of their meaningful participation in environmental activities.
At the present stage ASNC occupies a niche in the Russian environmental movement. This, above all, the personal involvement of its members in environmental education and public awareness in practical environmental actions, research and law-making, and development of club movement.
Statutory requirements ASNC is all possible assistance to state authorities in addressing environmental issues and state environmental programs (projects). This allow to bring in the nature protection the entire spectrum of civil society, and thus greatly improve work efficiency, especially in the regions.
ASNC has organizations in all regions of the Russian Federation and unites considerable potential scientists and specialists in various sectors of the economy.
All-Russian Society for Nature Conservation is member of the Coordinating Council of NGOs in Russia, a member of the «round table» of environmental organizations, the founder of Russian organization «Green Cross», Environment Congress, and the Russian environmental movement.
The Society carries out international cooperation, since 1960 it is a member of the International Union for Conservation of Nature (IUCN). In 1984 the Society was awarded by silver medal of United Nations Environment Programme (UNEP).
In Buryat Republic ASNC actually do not operate in several years. In April 2013 was renewed the membership of the organization, organized the election of the Council and Chairman of the Board, restored founding documents.
Implementation of projects
In 2013, Buryat department of ASNC:
- Participated in organizing and conducting the campaign of the «Green» Party during the elections to the People's Khural (regional parliament) of the Buryat Republic, involved to the work of the Public Environmental Council at the Prosecutor's Office of the Buryat Republic,
- Developed methodology for the construction of the mass primary organizations.
In 2014, Buryat department of ASNC:
- May 21, together with the Commission for the Environment, Environmental Management of the Public Chamber of the Buryat Republic, organized and conducted a round table discussion «Improvement of the environmental legislation in the area of Lake Baikal and the Baikal natural territory», where discussed the problem issues of improving environmental legislation in the area of the Lake Baikal and the Baikal area and decided organize the distribution in the media the open letter of inhabitants of Pribaikalsky. Kabansky, Barguzinsky, Severobaykalsky districts and Severobaykalsk town to the President of the Russian Federation V.V. Putin and organizing the collection of signatures for this letter;
- June 5, the organizer in the Buryat Republic the nationwide action «Let’s give to our rivers and lakes the pure shore», which annually held under Ministry of Natural Resources of Russia initiative (late May-early June), in the framework of the Federal Target Program «Development of water sector of the Russian Federation in 2012-2020» («Water of Russia»), supported by the All-Russian society for Nature Conservation;

- August 21 organized a photo exhibition dedicated to the 90th anniversary of the All-Russian Society for Nature Conservation during the III International Forum «Dialogue Baikal. - October 9, participated in the discussion of the Civil Forum «The role of environmental NGOs in the development of the economy and the preservation of the natural environment».

In May, planting of several hundreds of pine seedlings in Ivolginsky area;

in July, organizing the round table discussion «Development of ecotourism: the initiatives and partnership business, society and the state» at Turka village;
in July and August, international research expedition «Trans-Eurasian flight Leman - Baikal». Three ultralight aircraft (deltaplanes) with the most modern equipment - hyperspectral (256 channels), RGB, infrared and near-infrared camera flight on the south part of Lake Baikal. Received tens of terabytes of images, which exhaustively filmed Selenga delta.

In September have been organized the third Baikal Ecoschool in Istomino. It was attended by students 8 «E» class (the letter «e» means ecology class) of 14th gymnasium Ulan-Ude. Within three days 29 students attended lectures of scientists from the Baikal Institute of Nature Management SB RAS, learned to make soil profiles and describe the forest, held cleaning-up of the shore of Lake Baikal, participated at the lesson of orienteering. In addition, students participated in the project GEF / UNDP project «Pilot Program sport fishing», under which the fish caught is returned to the pond alive and unharmed.
Work under the RGS grants and preservation of historical and cultural heritage of the RGS: create the database on the geographic discoveries history in Central Asia. In close cooperation with Kyakhtinsky Local History Museum stated the digitizing of archives of Troitskosavsk-Kyakhtinsky Branch RGS.
Results, Lessons, and Prospects
Despite of the long period of neglect, in the past 3-4 years RGS Regional Office has revived its activities and in September 17-19, 2014 celebrated the 120-year anniversary.
In 2014 the international scientific-practical conference «Eastern Gate of Russia», dedicated to the 120th anniversary of the oldest in the province of scientific and educational society - Troitskosavsk-Kyakhtinsky Priamursky branch of the Imperial Russian Geographical Society have been prganized. Totally, from 1894 to 1961, 18 volumes Troitskosavsk-Kyakhtinsky Department of RGS (TKDRGS) was published. Buryat department of RGS as the successor TKO RGS in collaboration with local history Kyakhtinsky Museum in order to celebrate the anniversary revived the tradition of publishing the studies of department members. Proceedings of the conference published in Volume XIX - «Proceedings of the Buryat regional department of the Russian Geographical Society.»
In the coming years, the department will continue work in the grant projects. In 2014, the new grant «History of Geographical Discoveries in Central Asia in the XVII-XIX centuries» started to implement.
One of the most important tasks of department is the creation of the Board of Trustees of BRD RGS. Thanks to him, it is planned to conduct grant competitions and support local initiatives. Another important goal is the creation Ulanbatar-Kyakhtinsky branch RGS. Academician G. Erdenzhav started the preparation of necessary documents in Ulan Bator and we hope that in the near future RGS will have an office in neighboring friendly country.

The purposes of creation: education on mercy and love for animals; improving the living conditions of animals and protecting them from abuse; the creation of a real alternative to the practice of trapping and euthanasia of animals; improvement of sanitary-epidemiological situation in the city; veterinary care to animals left without owners; development and implementation of environmental programs to protect animals, opening a shelter for stray dogs «Nadezhda» (Hope).
Main activities:
- Carrying out a protest action against animal cruelty. Collection of more than 2,000 signatures in support of animals;
- Preparing the draft Law «On Protection and maintenance of pets in the Buryat Republic»;
- Permanent work with local TV channels and media on the protection of stray animals;
- 5 large-issued leaflets, posters, billboards posted on the city,
- Prepared leaflets for children and adolescents which have been distributed in all schools of the city.
Together with the Ministry of Internal Affairs of the Buryat Republic held events:
- Training Seminar Chiefs juvenile inspectors, district, militia officers of Ulan-Ude on the organization of work with juveniles and citizens for the prevention of cruelty to animals;
- A competition among school students of the city of Ulan-Ude «My favorite pet»;
- Organized 20 letters to law-enforcement bodies of the Buryat Republic with allegations of ill-treatment of animals. According to one of the statements of the Society initiated a criminal case under article 245 «Cruelty to animals»;
- Appeal to the City Administration with a proposal for an alternative solution of the problem of stray animals instead of their capture and killing;
- During last four years 1036 animals have been saved and transferred to new hosts.
Implementation of projects
Currently, there are 250 animals in our shelter. With the help of TV, media, etc. the work on finding the new owners is constantly working, the vacant places are taken by new animals
Results, Lessons, and Prospects
- Continuation of the construction of a shelter for stray dogs «Nadezhda»;
- The annual action in defense of animals «Russia against cruelty»;
- Activities to regulate the number of homeless animals (castration and sterilization, preparation of leaflets about the benefits of castration and sterilization of animals as one of the most reliable, humane and safe methods of regulating of their quantity);
- Rescue stray animals, providing them with qualified veterinary care, searching for the new hosts;
- Newspaper articles, TV-programs about animal welfare.
Designed environmental program to protect animals «The problem of homeless animals and ways to solve it in a humane way» is the real alternative to practice of their capture and killing.
The proposed program is objectively difficult, but it is verified by experience in other regions of our country and in other countries. And most importantly, it gives reliable results. Simplified approaches are unacceptable and inappropriate. It is necessary the broad advertising of sterilization, not only homeless, but also domestic animals; construction and financing of shelters for animals.
Until the early start of the program it is necessary to stop the activity of catching services aimed at the destruction of the population of stray animals; review and develop additional laws; approve the Regulations on the tender for the execution of the municipal order of catching and sterilizing animals; adopt regulations on transport and trapping; introduce necessary changes to statutes of municipalities; use the positive experience of our neighbors from Irkutsk oblast' in humane solution of the problem of stray animals.

2. Implementation of projects.
May 8, 2014 in Buryatia completed the largest mass ascension of orphans to peak Munku-Sardyk in Tunkinskii district, which was attended by 16 students from Barguzinskii, Kyakhtinskii, Novokizhinginskii sanatorium and children's community, as well as Dzhida center supporting foster families «Raduga» (Rainbow) under the project «Path of courage».
The initiators of the project was the Ministry of Social Welfare of Buryatia.
Joined the project General Directorate of Ministry of Emergency Situations of Russia in Buryat Republic , «Great Baikal Trail, Buryatia,» Federation of sports tourism and mountaineering, in Ulan-Ude service of yard instructors and others. The project was also supported by Deputy of the State Duma of the Russian Federation, Chairman of the Board of Trustees of the Fund for Protection of Lake Baikal Mikhail Slipenchuk.
Thanks to his initiative, at the peak Munch-Sardyk was put a special capsule with a memorable treatment from the Fund for Protection of Lake Baikal. Honor to establish a commemorative capsule was given to student of Novokizhinginskii orphanage 15-year-old Vladimir Zakharov. The address to the descendants contains the information about importance of environmental issues, namely the conservation of the UNESCO World Heritage Site – Lake Baikal. The total distance covered by the children was more than 10 km. Distance ascent to the peak was more than three and a half kilometers. During free time between climbing the special trainings on teambuilding have been organized for children.
In the framework of the project «Development of tourist clubs in orphanages and colleges of Buryat Republic» in April 2014, held the expedition on the ice of Lake Baikal. The purpose of the expedition was the preparation to the ice trip with students of orphanages in 2015. As a result, outlined possible parking places and studied attractions places of the route.

In 2011, executed projects:
- «Clean shore for the Lake Baikal». Cleanup activities at the shore of Lake Baikal, started landscaping. The recreation places are provided by tables, benches, gazebos, and equipped campfire places. Everything was made from natural materials.
- «Turkinsky Bazaar». In the center of Turka village built a shed with a counter for selling to tourists environmentally friendly products which collected in the forest or grown by local residents in their backyards (wild plants, vegetables, fish, meat, milk, etc.);
- «Clean shore for Lake Baikal, comfortable rest for tourists». In 2012, organized student’s work with tourists: raids, distribution of leaflets and booklets on environmental topics.
- «Baikal – clean rivers and streams». In 2013 was developed study of rivers and streams in the territory of the municipality «Turkinskoe». By method of bioindication collected baseline data of water quality in the river Turka above and downstream treatment facilities of Special economic zone (SEZ) «Baikal Harbor». The recreation places near the bridges, near the river banks along the road Ulan-Ude – Barguzin were equipped by gazebos, tables, benches and campfire places made from natural materials.
- «Berendeev forest». Implemented in the summer of 2013 with the support of Global Greengrants. Inside Turka village on the shore of the Lake Baikal, in the area of the forest, where grow ancient cedars and pines, have been built playground from natural materials (gnarled trees), installed a fabulous figure of Berendey and other heroes of the Russian tales, built a hut, gates, seasaw, bridge, and benches. On the playground «grow» mushrooms – boletus (ceps). This place is now popular among adults and children.
- Participation in the action «360 minutes for Baikal» in autumn 2013, cleanup activities at Turkinsky beach.
Together with local residents defended the transfer of parts of the coast of Lake Baikal area «Turkinsky beach» and section «Turka-Goryachinsk» where there is a stone «Cherepakha» (Turtle), from the extension of SEZ «Baikal Harbor».
Currently implementing project «Providing by clean water local people of the Turka and Goryachinsk». Planned to repair two water carriers, overhaul two wells with the replacement of deep-well pumps in villages Goryachinsk and Turka.

Objectives: To provide free legal and other assistance to persons whose rights and freedoms infringed upon the actions of officials; collection, compilation, analysis of data on violations of human rights and freedoms on the part of officials of state and local governments, enterprises and organizations; bringing the collected information to the attention of authorities, non-governmental organizations, the media and the general public both in Buryatia and beyond.
Main activities
In the year of legal assistance is provided to citizens 700-800. This free consultation legal citizens, drafting pleadings to the court of appeals, complaints by way of supervision. Centre appeals to the authorities, directs public defenders to participate in criminal and civil cases applicants.
The Center organizes publication in print and electronic media; monitors respect for human rights, including in the areas of rule-making and enforcement.
Cooperates with a number of human rights, environmental and women's organizations, associations disabilities and their parents, consumers and businesses, taxpayers, defrauded investors, providing them with methodological and informational support.
Another important area, which is realized in cooperation with the Moscow Helsinki Group, - monitoring of human rights. This annual report on the human rights situation in Belarus. The study monitored the observance of environmental rights, either directly (the right to a healthy environment, to environmental information) and indirect (the right to freedom of assembly, a fair judicial protection, etc.).

«Shumak-gol», 1994-2002.
Since 1994, the Club took custody for Shumak springs (Tunkinsky district, Buryat Republic). For several years this project was attended by over 400 people from Russia, Germany, Singapore, Switzerland, United States. During this time, cleaned the area near Hoytogol and Shumak mineral springs (from 28 clean up 26 sites), removed and disposed of more than 2 tons of garbage; conducted research and ethno-ecological studies; training of the local people, constructed eco-trail. By the results of five year work released book "Shumak – source of the life".
"International Green Walk" of 1999-2001.
The initiators of the project with the Club "Firn" are the Republican public organization "Aura" and the American non-governmental organization «REAP International». Participants of the project were more than 100 people of all ages from Russia, USA, Ukraine, Puerto-Rico, and Germany, who indifferent to the future of Lake Baikal. Each year, the route of the "Green March" ran through new places. Project participants interacted with the locals, getting information about life on the Lake Biakal from the "horse's mouth", conducted research, offering solutions to the environmental problems of the community.
"Birthday of Baikal", 2000
Under this project, the Club "Firn" together with other organizations held a campaign in the Baikal region "Birthday of Baikal" to give attention to Lake Baikal as a world and national value. The main result of the project was helding in Buryatia at August 27, 2000 the Baikal Day, uniting hundreds of organizations and initiative groups. Total campaign involved more than 5 thousand people. More than 120 publications, 50 television and radio programs have been organized.
"Green Pages of the Baikal region", 2001
The guidebook "Green Pages of the Baikal region" was the main result of this project. It includes all organizations concerned with the nature and environment protection at Baikal region, the most significant initiative groups.
Also, the handbook contains information about the Baikal Part of World Heritage Site, the contact details of organizations and institutions, where you can ask questions and suggestions related to activities and nature management on Lake Baykal territory. The edition (1000 copies in Russian and English) was distributed in all interested organizations and individuals.
"Living Baikal", 2002
Conducted with the aim of involving children into environmental activities. Support children's projects aimed on specific results for conservation of wildlife at Lake Baikal.
As a result, four children's initiative groups received grants for their own projects. Near the Turka at forest logging place were planted willows, in Maksimikha village was cleared the spring and built nature trail, schoolchildren from Arshan village took care of anthills, and in Kurumkanky district children landscaped and furnished area around village Arzgun.

- Promoting rehabilitation and training for specific activity of persons with physical or mental disabilities or limited training of unemployed persons;
- Day care (nurseries, kinder-gardens), including day care for children with developmental disabilities;
- Day care for adults with physical or mental disabilities;
- Organization of day shelters for the homeless and other socially disadvantaged groups;
- Charitable activities (fundraising, etc.) or other assistance activities related to providing social services;
- Systematic studies and creative efforts in research and development in the field of social sciences and humanities (economic, philosophical, philological, geographic, law, educational, psychological sciences, art, architecture, and others);
- Organizing and conducting volunteer camps and events concerning tourism, environment, local history, recreation, sports, charity and entertainment.
Implementation of projects
During the spring and summer 2013 more than two hundred volunteers of all ages (from 10 to 60 years) participated in the unique scale project «Baikal Green Patrol». All participants received training briefings and trainings at the center of «Baikal» (in Ulan-Ude). In summer 2013 volunteers conducted “environmental landings” for cleanup on the coast of Lake Baikal. In the hottest months volunteer groups (20 people) are struggled with recreation load, because at weekends the beach near Goryachinsk settlement has up to 400 people. The situation is aggravated by the current waste disposal problem due to lack of budgetary funds for these purposes. Trash containers at summer months are often overcrowded. Despite the difficulties, the work of the shoreline of Lake Baikal was carried out regularly and conscientiously. Participants in the project collected more than 300 bags of garbage. Volunteers not only participated in the labor environmental assaults, but also organized educational activities with the tourists on the shore: conducted interviews and quiz on ecology, distributed garbage bags and handed out leaflets reminding the rules of behavior in nature. In the hard work the guys kept the motto of the project: «Sandy beach of Goryachinsk is the nature museum on the open air».
This activity produced tangible results - all 30 sites from Goryachinsk to cape Tonkyi (Subtle) were put in order. The most important thing was that all participants felt personal involvement to preserving of Lake Baikal. Great help to volunteers of «Baikal green patrol» was provided by the head of the local settlement V.L. Sumenkov, deputy district council T.A. Tivikova and guidance resort «Goryachinsk» - Director, Chief Physician D.R-N. Banzaraktsaev.
Management and employees of the organization «Baikal´s Children» - Chairman of the Board, a member of the Public Chamber of Buryat Republic, a member of the Russian Geographical Society V. Kiplyuks and project coordinator, Ph.D., teacher of the highest category I.A Molodeeva, the chief tourist camp, well-known educator and children's tourism enthusiast E.Ts. Tsybanov, and all volunteers have worked hard in order to implement the project into real practice.
The project was brought to the attention of the public and government agencies to preserve the purity and protection Goryachinsk beach. Numerous publications have been published national and local media, have been conducted the cooperation with administration of Turkinskoe settlement, staff and management of the resort «Goryachinsk» local NGO «Turka», educational institutions (schools and gymnasiums No. 2, 3, 8, 42, 49, secondary and higher education institutions – Buryat State University, East Siberian State University of Technology and Management et al.). Trained volunteers, members of labor landings acquired practical skills in environmental advocacy. Volunteers were able to organize outreach to «wild» tourists, campers and guests of resorts and touristic bases of Pribaikalskii district of Buryatia.
Implementation of the project «Baikal Green Patrol» contributed to preservation of the unique nature object - Goryachinsk beach, as well as to education of active citizenship, patriotism of participating volunteers and raising environmental awareness and responsibility of the tourists at Lake Baikal.
Project coordinators are very grateful to All-Russian public organization «Russian Geographical Society», which supports community-based initiatives in the field of ecology, volunteer and research activities of non-profit organizations in Russia.

The significant activity at the «Baikal-Eco» is conducting the public environmental expertise and public hearings on the projects and project materials planned economic activity.
1. The planned development of the Lake lead-zinc deposit in Yeravninsky district. In April-May 2006, held public environmental review of the project materials. Chairman of the committee was the deputy head of the district on the economy Eravninsky district Zh. E. Erdyneev, executive secretary – I.V. Kozlov, in the expert group included senior fellow at the Baikal Institute of Nature Management SB RAS, Ph.D. A.N. For examination were presented Declaration of Intent development of pyrite-polymetallic deposit «Ozernoe»; Feasibility Study (draft) of the first stage of development of polymetallic deposit «Ozernoe».
Consolidated expert report with recommendations, suggestions and positive assessment was referred to the expert commission of the state ecological expertise, authorities and local governments, mining companies and the designers brought to the attention of the local and the environmental community. «Baikal-Eco» participated in the public hearing in village Ozernoe, Sosnovo-Ozerskoe, Ulan-Ude in May 2006. The results of the examination and public hearings were widely covered by the media, news agencies and the Internet.
2. The planned development Kholodninsky lead-zinc deposits in the Severobaikalsky district. In January 2007, was held the public environmental assessment of project materials. Chairman of the expert committee - leading researcher GIN SB RAS, Associate Professor E.V. Kislov; Experts: Senior Researcher BIP SB RAS A.N. Gulyashinov, Deputy Director GIN RAS, Doctor of Geological and Mineralogical Sciences A.M. Plyusnin, Institute of General and Experimental Biology professor N.M. For examination were presented Declaration of Intent development polymetallic deposit «Kholodninskoye» Buryat Republic, Vol. 1 «Basic Design solutions»; Feasibility Study (draft) 1-st stage mining of polymetallic deposit «Kholodninskoye» (opening and preparation of reserves) in 4 volumes. Consolidated expert report with recommendations, suggestions and positive assessment was referred to the expert commission of the state ecological expertise, authorities and local governments, mining companies and the designers brought to the attention of the local and the environmental community. «Baikal-Eco» participated in the public hearing in village Kholodnoe, v. Nizhneangarsk, Ulan-Ude in January-February 2007, the results of the examination and public hearings widely covered by the media, news agencies and the Internet.
3. The proposed construction of a mining and processing enterprise on the basis Ermakovskoe deposits of beryllium ores in Kizhinginsky district. In October and November 2007 was held public environmental assessment project materials. Chairman of the expert committee - Leading Researcher GIN RAS, associate professor E.V. Kislov; Experts: Senior Researcher BINM SB RAS E.V. Zoltoev, Deputy Director GIN RAS A.M. Plyusnin, Researcher IOIEB SB RAS D.V. Matafonov.
For examination were presented Declaration (petition) of intent for construction mining factory and processing enterprise on the basis Ermakovskoe deposits of beryllium ores and construction project of mining and processing enterprise on the basis Ermakovskoe deposits beryllium ores of 16 volumes except for 8, 14, 15 volumes.

4. Public hearings on waste management. Members of the organization took part in organizing and conducting public discussion materials justification of the proposed activity to collect, use, neutralization, transportation and disposal of hazardous waste «Ozernoe mine» in village Ozernoe of Yeravninsky district June 22, 2008

Kislov, members of expert group - G.I. Tatkov, A.M. Plyusnin, A.N. Gulyashinov.
Consolidated expert report with recommendations, suggestions and positive assessment was referred to the expert committee of the Main State examination bodies and local authorities, mining companies and the designers brought to the information and local environmental community.

Our organization has been very popular both with locals and tourists and local government administrations.
Lessons interact with the public (local communities, including NGOs)
Locals in town Severobaykalsk and Severobaykalsky district, actively involved in the collaboration. Through social organization they receive counseling and undergo initial training on the organization of tourist services are good advertising, tourists come to them. Club members pay 300 rubles (annual membership fee) and pay for the visit and the salary of teachers. Communication between colleagues goes through Internet and mobile phones. Working together form a stable interaction between members with each other, which extends the range of tourist services.
It is gratifying to note the growth of social and environmental activism of people, which is reflected in the number of participants in environmental actions.
Interaction with public authorities
Local authorities and our organization have become partners. We are invited to the event, listen to suggestions and consider our views when planning their work.
A striking example is the holding in Severobaikalsk in December 2012 the initiative of the international conference «Ecology. Tourism. Education. 12.12.12». The conference was held at a high level, sounded a lot of ideas. For example, voiced the idea of creating a non-profit association of Baikal coastal areas in order to promote tourism.
Interaction with business
Club members as representatives of small businesses received more opportunities to interact with big business, which is beneficial to obtain maximum information and services in one place.

We believe that during such cooperation the global world becomes even closer. The lessons learned from our work: only enthusiasm and positive attitude helps in the work. The main directions for the future: the development of social partnership and the ability to find like-minded people, to identify weak points in the social and environmental development of our region and assist to our citizens, children, and nature.

BRA on Lake Baikal - an umbrella organization with support centers work to identify promising areas. The structure of the organization consists of four business units:
1. East Siberian regional center of support for the project ROLL / FSD (Fund for sustainableable development). The main activities of the center - the distribution and support the successful experience of projects ROLL / FSD in Eastern Siberia.
2. Baikal center of public environmental expertise (BCPEE). engaged in opposition environmentally dangerous investment projects through upholding interests of the local population in the areas of implementation of these projects through the support local activity.
3. Support Center Regional Ecotourism (SCRE). Engaged in supporting and implementation eco-tourism projects aimed in the Baikal region.
